Renting and buying an apartment in Almaty for citizens of Kyrgyzstan

A citizen of Kyrgyzstan enters Kazakhstan with an ID card and, as an EAEU resident, works here without a permit or quota. The right to buy an apartment in your own name, though, comes only with a residence permit; EAEU membership doesn't replace it. Until you have one, you rent, register the housing to your own LLP, or buy commercial premises in your own name.

Can a Kyrgyz citizen buy an apartment in Almaty?

Yes, once you have a Kazakh residence permit. Many of my clients from Bishkek assume that because we're in the same union (the EAEU, the Eurasian Economic Union), they can buy an apartment like a local. They can't. The EAEU Treaty covers work, pensions and healthcare, while buying housing falls under Kazakhstan's law on the legal status of foreigners, which gives permanent residents the same right to housing as citizens.

Until you have a residence permit, there are two routes. You can buy the apartment through your own LLP (limited liability partnership, locally TOO), or register an office, shop or warehouse in your own name. I check the specific notary's practice before you pay a deposit.

What EAEU membership gives a Kyrgyz citizen moving to Almaty

The main advantage is work. If you take a job with a Kazakh company, you don't need a permit, quotas don't apply to EAEU citizens, and you can stay in the country with your family for the full term of the employment contract. A citizen of Uzbekistan or Tajikistan needs a separate document for the same thing.

For trips without work the general rule applies: 90 days in every 180-day period. If you stay longer than 30 days, your host registers you through the Migration Portal. Entrepreneurs can get a business immigrant temporary residence permit (RVP), which has been issued to EAEU citizens since 2024. A Kyrgyz citizen can't register as a sole proprietor (IP) without a residence permit, but can be the founder of an LLP.

Why people move from Kyrgyzstan and buy in Almaty

Bishkek is about 240 km from Almaty, four to five hours by car including the border at Korday. So many people spend years coming here to work or trade before deciding to bring the family over. Salaries in Almaty are higher, the market is bigger, and the region's banks and large companies have their headquarters here.

There's a flow the other way too: Kazakh citizens are actively buying homes on Issyk-Kul, and according to Kyrgyzstan's State Cadastre they rank second among foreign buyers. The ties between our cities are close, and many clients from Kyrgyzstan come to me on the recommendation of relatives who already live in Almaty.

How to rent an apartment in Almaty when moving from Bishkek

I recommend starting with a two- or three-month rental. Almaty is several times bigger than Bishkek, and a district that looks good on the map can turn out inconvenient because of traffic on the way to work or school. After living here for a while, you buy where you actually want to live.

When renting, I check that the apartment is let by the owner or by someone with a power of attorney, and I write the deposit, term, utility payments and the option to register at that address into the lease. Rents in Almaty are noticeably higher than in Bishkek, so I show real figures by district before you arrive.

How to transfer money from Kyrgyzstan to buy an apartment

The reliable option is a transfer from your own account at a Kyrgyz bank to your own account at a Kazakh bank. A non-resident account is opened in person after you get an IIN (individual identification number) at a TsON public service centre. Currency control by the National Bank of Kazakhstan starts for individuals at transactions of $10,000 or more, and the bank will ask where the money came from: the sale of an apartment in Bishkek, business income, savings.

A separate point on sanctions. Keremet Bank has been on the US sanctions list since March 2025 because of its links to Russia's Promsvyazbank. If your money is there or in another bank with similar risks, move it to an unrestricted bank in advance, otherwise the Kazakh bank may hold or return the payment. I don't advise paying the seller in cash.

How a Kyrgyz citizen can buy housing through an LLP

Traders and people who move goods between the two countries often need an LLP anyway. Then buying housing in the company's name becomes part of a setup that's already running. My partner lawyers handle registration, and I take care of finding the property and the deal. MRP is the monthly calculation index Kazakhstan uses to set fees.

  • The IIN and digital signature (EDS) are obtained in person at a TsON in Kazakhstan, usually in 1–3 working days
  • Documents from Kyrgyzstan for EAEU citizens are notarised; an apostille usually isn't required
  • Since April 2026 the founder must be present in person when a commercial LLP is registered
  • The company opens a bank account and then buys the apartment at a notary; the fee for a deal with a legal entity is 17 MRP
  • We work out the LLP's bookkeeping and taxes on a future sale of the apartment with an accountant before buying

Which Almaty districts suit families from Kyrgyzstan

The highway from Bishkek enters the city from the west, and many people find it convenient to live closer to that side so they can drive home quickly at weekends. The new blocks west of Gagarin Avenue offer a good balance of price and quality: schools, kindergartens, new comfort- and business-class buildings.

If your children are enrolling at KazNU or nearby universities, we look at apartments near the Botanical Garden. For a higher budget, the southern belt near Taugul works well. In every district I check the building's year of construction and structure: Almaty sits in a seismic zone rated 9–10 points, and that matters more than a nice facade.

Mistakes Kyrgyz citizens make when buying an apartment in Almaty

  • Paying a deposit on an apartment in your own name without a residence permit, assuming the EAEU allows it
  • Buying straight away without living in the district first, then spending months in traffic on the way to work
  • Sending money from a sanctioned bank or carrying a large sum in cash
  • Not checking the seller's spouse's consent and utility debts
  • Forgetting about the IIN: you can't close a deal without an in-person visit to a TsON

How I work with clients from Kyrgyzstan

I speak Russian, Kazakh and English. With clients from Kyrgyzstan we almost always talk in Russian, and many understand Kazakh well too. Accompaniment is a paid service, and we fix its scope in advance: finding a rental, viewings, checking the owner and documents, the deal and liaising with lawyers on the IIN, bank and LLP.

My commission on a purchase starts at 1%. Most of the preparation can be done remotely while you're still in Bishkek: I send videos of apartments, and you come to Almaty for the final viewings.

This is general information. Legal and tax details depend on your status, so before any deal I confirm them with a notary and a lawyer.

I'll find you a home before you move from Bishkek

Tell me who's moving, where you'll work and what your budget is. I'll send rental options with videos and tell you when and how to move on to buying.

Questions and answers

Can a Kyrgyz citizen buy an apartment in Kazakhstan without a residence permit?

Not in your own name as an individual; EAEU membership doesn't give that right. Without a residence permit, people buy an apartment through their own LLP, and commercial premises can be registered in your own name. I check the procedure for the deal with a notary.

Does a Kyrgyz citizen need a work permit in Kazakhstan?

No. EAEU citizens work on an employment contract without a permit and outside the quotas, and the permitted stay then equals the term of the contract. The family can stay in the country for the same period.

Can I enter Kazakhstan from Kyrgyzstan with an ID card?

Yes, citizens of Kyrgyzstan enter with their internal passport. Without work you can stay up to 90 days in every 180-day period, and after 30 days you need registration through your host.

How much does it cost to rent an apartment in Almaty compared with Bishkek?

Noticeably more, and the difference depends on the district and class of building. I send real options with prices before you arrive so you can plan your budget for the first months.

Can a Kyrgyz citizen register as a sole proprietor in Kazakhstan?

Not without a residence permit. For business without one, people open an LLP, where a Kyrgyz citizen can be the sole founder. EAEU entrepreneurs can also get a business immigrant temporary residence permit.

How do I transfer money from Bishkek to buy an apartment in Almaty?

By transfer from your own account at a Kyrgyz bank to your own account at a Kazakh bank, with documents showing where the money came from. It's better not to use banks with sanctions risks, such as Keremet Bank. Control starts at $10,000.

Does buying an apartment in Almaty give an EAEU citizen a residence permit?

No, property doesn't count towards any ground for a residence permit. In 2026 residence permits are issued under a pilot scheme with the KAZTEST language test and money in a bank account, and you choose your route with a partner lawyer.
